Note how it says "extra weight" around those areas, and not "being freakin' fat in the downstairs region is a-ok." There's a clear distinction to be made, and the statement should be quantified. Otherwise, as you say, you'll get people claiming they're fine when they clearly wear trousers designed for a family of four.
